BMC-84 Bond

If you’re starting a freight brokerage or renewing your FMCSA license, the BMC-84 surety bond is one of the most critical compliance requirements you’ll face. At $75,000, it’s one of the larger bond amounts in the transportation industry — and the process of getting approved, especially with credit challenges, trips up more brokers than any other licensing step.

This guide explains exactly what the BMC-84 bond is, why it exists, what it costs across different credit profiles, and how to get approved quickly so you can operate legally.

What Is the BMC-84 Bond?

The BMC-84 is a $75,000 surety bond required by the Federal Motor Carrier Safety Administration (FMCSA) for all licensed freight brokers and freight forwarders operating in the United States. The bond is named after the FMCSA form used to file it.

Its purpose is straightforward: it guarantees that if you, as a freight broker, fail to pay a motor carrier for services rendered or otherwise cause financial harm to carriers or shippers, those parties have a financial recourse mechanism. The surety company pays valid claims up to $75,000, and you’re personally obligated to repay the surety.

Who Must File a BMC-84?

  • All freight brokers applying for FMCSA broker authority
  • All freight forwarders requiring FMCSA operating authority
  • Existing brokers whose bond lapses (operating with a lapsed bond is illegal)
  • Brokers switching from a trust fund (BMC-85) to a surety bond arrangement

BMC-84 vs. BMC-85: What’s the Difference?

 BMC-84 (Surety Bond)BMC-85 (Trust Fund)

Most brokers choose the BMC-84 surety bond because it requires no large capital outlay — you pay an annual premium instead of locking up $75,000 in a trust account.

What Does a BMC-84 Bond Cost?

The annual premium is calculated as a percentage of the $75,000 bond amount. Your personal credit score is the primary driver of your rate:

Credit ScoreRateAnnual PremiumWhat to Expect
Excellent (720+)1-2%$750-$1,500Instant approval, lowest rates
Good (680-719)2-3%$1,500-$2,250Standard underwriting, competitive rates
Fair (640-679)3-5%$2,250-$3,750Full review, documentation helpful
Poor (580-639)5-9%$3,750-$6,750Specialist provider needed
Very Poor (<580)9-15%$6,750-$11,250Non-standard markets, still approvable

Note: These are approximate ranges. Actual rates also consider business history, financial strength, and claims history.

Can You Get a BMC-84 Bond with Bad Credit?

Yes — freight broker bonds are available to applicants across all credit tiers. The key is working with a provider who has access to specialty surety markets that underwrite high-risk transportation bonds.

Several factors can offset a low credit score in the underwriting process:

  • Industry experience in transportation, logistics, or freight
  • Demonstrated working capital or business bank statements
  • Letters of explanation for any major credit events
  • Strong references from motor carriers you work with
  • A smaller initial book of business (lower claims exposure)

The BMC-84 Application Process

  1. Register with FMCSA through the Unified Registration System (URS) at safer.fmcsa.dot.gov
  2. Apply for Broker Authority — select Property Broker or Freight Forwarder
  3. Apply for your BMC-84 bond from a licensed surety provider
  4. Provide your FMCSA MC number and entity information
  5. Receive approval and bond certificate (same-day for most credit profiles)
  6. Surety files the bond electronically with FMCSA on your behalf
  7. FMCSA activates your broker authority (typically within 10 business days of filing)

Keeping Your Bond Active: What Brokers Get Wrong

Bond Cancellation = License Suspension

FMCSA requires 30 days’ notice before a BMC-84 bond can be cancelled. If your bond lapses — even for non-payment of premium — FMCSA suspends your broker authority immediately. Operating without active authority is a federal violation.

Renewal Timing

Most BMC-84 bonds renew annually. Set a calendar reminder 60 days before your renewal date to ensure you have time to shop rates and avoid any gap in coverage.

Claims Impact

A bond claim doesn’t automatically cancel your authority, but unpaid claims can result in your surety filing for cancellation. Always communicate proactively with your surety if you face a potential claims situation.

BMC-84 Filing and Ongoing Compliance

  • Bond must remain continuously active as long as you hold broker authority
  • Surety must be Treasury-listed (T-listed) — FMCSA won’t accept bonds from unlisted companies
  • FMCSA processes electronic bond filings — paper filings are no longer accepted
  • Notify your surety immediately if your business entity changes (merger, acquisition, name change)
  • If you add freight forwarder authority, a separate $75,000 bond or trust may be required
